I tried for a retrospective permit and variance; the council would only accept it if I proved zero impact on access and drainage. Using guidance from https://shedpermit.au/, I mapped alternatives and ultimately moved the shed to a compliant position. It was painful, but cheaper than endless reports with no guarantee. If you can’t meet the easement rule, relocation tends to be faster and less risky for approvals.
